You will serve as a Deputy Director Service Delivery for the Department of the Navy (DoN), Office of Civilian Human Resources (OCHR) Operations, Talent Acquisition and Staffing East. You will provide DoN world-wide centralized civilian Human Resources (HR) services to assigned major commands, including the United States Marine Corps (USMC) and Department of Defense (DoD) organizations, with an aggregate serviced population of more than 100,000 civilian employees.

Duties

You will manage through subordinate supervisors a staff of HR professionals in functions such as: Recruitment/ Placement, Delegated Examining (DE), Classification, Compensation, Workforce Shaping, and the DoD Priority Placement Program (PPP). You will develop and execute long-range plans for sustainment and improvement of OCHR service delivery. You will be responsible for determining the distribution of customers and their workloads as necessary to maximize effective and expeditious accomplishment of work to meet the mission of the serviced customers. You will collaborate with Tier II counterparts when determining overall processes, procedures, and internal policies to ensure the proposed distribution further OCHR Operations mission. You will brief higher ranking officials on the service delivery model to both reiterate Program policies and processes and implementing new and sometimes controversial policies designed to improve service delivery. You will exercise personnel management responsibilities through multiple subordinate supervisors. You will plan and assign work, set priorities, advise employees on program goals and objectives and makes decision on work problems presented by subordinate supervisors. You will oversee the overall planning, direction and timely execution, a program with a staff of over 600 employees, through two subordinate Departments. You will be delegated managerial authority to set annual and multiyear work plans and schedules for the program to achieve both Navy's and OCHR's goals, objectives and policies. You will determine the best approach or solution for resolving budget shortages, plans for long range staffing needs. You will hear and resolve group grievances and serious employee-complaints unresolved by subordinate supervisors. You will review and take action on serious disciplinary actions involving employees.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector directing, executing, or managing the delivery of civilian federal human resources (HR) services through subordinate supervisors and to senior leadership involving the developing and executing long-range plans for sustainment and improvement of civilian federal human resources (HR) service delivery particularly related to Staffing and Recruitment; Delegated Examining (DE), Classification, Compensation, Workforce Shaping and management of the Priority Placement Programs..
