You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST in the Performance Management and Accountability Division (Code 60) of a U.S. Fleet Forces Command Human Resources Office (FLTHRO) of FLEET HRO NORFOLK NAVAL SHIPYARD.
Duties
You will provide advisory support to all levels of executive leadership, management and staff regarding the complexities of technically sound and innovative Labor and Employee Relations solutions.
You will serve as the Chief Negotiator/advisor for management in comprehensive and mid-term contract negotiations.
You will conduct post-negotiations agreement for management, and advises management on the obligation to negotiate on management decisions, directives, etc.
You will ensure that the HR functional areas under the cognizance of this position are flexible, responsive to the needs of management, and effective in terms of finding solutions to management problems and improving personnel services.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in the areas of Labor Relations, Employee Relations, and a variety of Workforce Programs; Experience advising and making recommendations on strategic planning and complex organizational issues; Experience with USFF, its Departments, Branches and Federal sector labor management practices; Experience with continuous improvement techniques and strategies to examine and streamline HR processes and procedures; Experience with the legislative process, administrative procedures, administrative case law, and court decisions; Experience carrying out Equal Employment Opportunity (EEO) policies and communicating Support of these policies to subordinates.
