You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (ASSISTANT BENEFITS OFFICER) in the Office of Civilian Human Resources (OCHR) Civilian Benefits Directorate, Civilian Benefits Center (CBC) in the Department of the Navy.

Duties

You will oversees and orchestrates all aspects of the day-to-day operations of the Department of the Navy (DON) Civilian Benefits Center (CBC). You will be responsible for providing expert technical and policy expertise regarding civilian benefits programs. You will review, analyze and interpret regulations, directives, policies and reports pertaining to Department of the Navy (DON) civilian benefits. You will provide guidance to the CBC Benefits Officer, serviced commands and OCHR Headquarters staff regarding civilian benefits and retirement. You will develop and distribute DON-wide Benefits community marketing and communications material. You will develop and implement various plans of action and milestones (POAMs) for retirement and benefits and initiatives such as open season, end-of-year retirements, staff training/development and program marketing. You will analyzes work process to identify the need for changes in processes and shares trends and findings with CBC leadership. You will exercise personnel management responsibilities by planning and assigning work, setting priorities, advising employees on program goals and objectives, and making decisions on work problems.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the federal service or equivalent experience in the private or public sector managing human resources program operations (e.g. short and long-term budgetary plans, setting priorities, estimating resources) to develop and assess processes and procedures improving organizational effectiveness and efficiency for a Civilian Employee Benefits program.
