You will serve as an IT Specialist (ENTARCH/DATAMGT) of NAVSUP BUSINESS SYSTEMS CENTER.
Duties
You will serve as subject Matter Expert for facilitating Engineering, and Research and Development for various Information Technology (IT) activities, initiatives and projects; policy, planning, management, administration and delivery of IT services.
You will establish an enterprise data model, and create common views for enterprise data as well as providing mechanisms for its aggregation, cleansing, transformation, augmentation, validation, and syndication.
You will gather and analyze business requirements, goals/objectives, and business process architecture in order to identify information requirements, process/application points of interaction and usage "patterns."
You will conduct research on network products, equipment, services, protocols, and standards to remain abreast of developments in the networking industry.
You will participate on Project Teams to ensure that Information Architecture principles and standards are promulgated and leveraged.
You will perform a variety of project management activities, staff and resource management, program analysis and development, and organizational and contractual process reviews regarding all aspects of the delivery of services.

Qualifications
Your resume must demonstrate at least:
One year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector with knowledge of data modeling concepts, ETL (Extract, Transform, Load) processes, SQL databases, and experience leveraging data warehouses. Specialized experience must demonstrate the following: 1) Managing, leading, and administering IT project resources and monitoring project scheduling, taking corrective action when needed; 2) Ensuring walkthroughs/ inspections are performed on estimates, design, documentation, code, testing, etc; 3) Overseeing user testing and monitoring metrics to identify potential changes for improvement and correcting deficiencies; 4) Developing and sustaining data pipelines to and from disparate source systems, managing large datasets, and optimizing queries; 5) Coordinating and negotiating with sponsors and management to get needed decisions/ policy.
