Management & Program Analyst serves as the Cancer Program Manager and reports to the Quality and Patient Safety service. Manages and reports oncology data using VA national requirements, Commission on Cancer (CoC) accreditation standards, established reference materials and databases. Provides benchmarking services, monitors quality of care, and clinical practice guidelines to assess patterns of care and referrals and monitors adverse outcomes including mortality and co-morbidity.
Duties
Include but are not limited to:
Plans and develops priorities, standards and working guides, and recommends policy changes for BPVAHCS cancer program activities.
Coordinates and facilitates the Cancer Committee meetings to monitor compliance with CoC standards to ensure certification of the Cancer Program.
Preparing quarterly meeting agendas, minutes, and summary reports for the Medical Executive Council in collaboration with the Cancer Committee Chair.
Monitors Cancer Committee required member reports to ensure compliance with VHA Directives and CoC standards for
cancer program management.
Reviewing guidelines and directives issued by programs and other governing agencies and authorities to ensure on-going facility-wide compliance.
Tracking and analyzing pertinent data from the oncology patient registry database and other web-based programs.
Monitors and analyzes data quality and curates information relevant to cancer prevention, diagnosis, treatment, clinical trial participation and disease surveillance.
Monitors cost of operations when contract services are utilized to provide leadership guidance on hiring actions as long-term strategic objective.
Interprets and presents data gained from various federal and non-federal
sources.
Provides technical advice on one or more of the following areas in the cancer program: utilization patterns, clinical outcomes, performance measures/monitors, patient demographics, workload capture and coding documentation, and costs of services.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Minimum Qualification Requirement:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Preparing quarterly meeting agendas, minutes, and summary reports for the Medical Executive Council in collaboration with the Cancer Committee Chair. Provides verbal/written reports regarding oncology data management requirements on quarterly, biannual, or annual basis. Ensures all credentialed and non-credentialed staff meet minimum education and training requirements. Monitors Cancer Committee required member reports to ensure compliance with VHA Directives and CoC standards. Tracking and analyzing pertinent data from the oncology patient registry database and other web-based programs. Attends meetings and presents prepared analytical briefings, exhibits, charts, reports, and other narrative and statistical material relevant to the cancer program's objectives. Develops and implement innovative data quality management. Develops and implements training measures to mitigate data quality issues requiring action. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D., or equivalent doctoral degree or, 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related to position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a masters degree.

Physical Requirements: The work is sedentary, although some slight physical effort may be required.
