Supervisory Program Analyst reports to the Mental Health & Behavioral Science Services at the Bay Pines VA Healthcare System and is dedicated to providing healthcare in an environment that is patient-centric, integrated across the continuum of care, and promotes excellence in quality and patient safety.

Duties

The Supervisory Program Analyst primary purpose is to provide direct support to the Chief, Mental Health & Behavioral Science Services in assuring that service level goals and objective are being accomplished. Duties include, but are not limited to the following: Provide direct support to the Chief, Mental Health & Behavioral Science Services in assuring service level goals and objective are accomplished. Develops database file systems to extract specific data for recurring and performing nonrecurring reports with continuous data collection and tracking outcome analysis. Planning, organizing, coordinating, implementing, directing, integrating, controlling and evaluating data collection. Provides expert and accurate guidance on requirements for data collection, document preparation, facility management, self-evaluation, and organizational preparedness which focus on meeting stringent CARF and TJC standards for successful accreditation. Responsible to independently assess the entire range of performance improvement activities across committees, services, teams, etc. Serves as the performance improvement coordinator for data tracking, analysis, and reporting for the service. Gather and analyze statistical and historical data for total force development, strategic workforce management plans, and for use in hiring plans. Acts as a primary liaison with persons and groups both inside and outside of the organization related to performance management/improvement. Promote continuous performance improvement through the identification of problems, data collection and analysis and development of solutions. Works with interdisciplinary services to improve patient flow concepts to meet performance monitors. Prepares and updates performance pay goals for physicians based on service and facility performance measures. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, organizing, coordinating, implementing, directing, integrating, controlling and evaluating data collection. Analyzes and evaluates on a qualitative and quantitative basis, the effectiveness of programs or operations in meeting established or directed goals and objectives. Developing database file systems. Applying analytical and evaluative methods and techniques for program operations. Assigning work and evaluating the performance of subordinates. Developing performance standards and identifying developmental and training needs. Developing and managing workgroups and/or committees. Conducts investigational studies as needed or as directed, to clarify data. Participates in all new patient flow initiatives. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is predominantly sedentary. No special physical demands are required. Some walking is required when conducting briefings and attending meetings or seminars.
