This position serves as a Program Analyst - Informatics Manager within the Pathology and Laboratory Medicine Service at the C.W. Bill Young VA Medical Center in Bay Pines, Florida. The employee will serve as the senior administrator of enterprise operations responsible for overseeing the development, implementation, maintenance, and standardization of all clinical applications for the service as the subject matter expert throughout the Bay Pines VA Healthcare System (BPVAHCS).
Duties

Duties include, but are no limited to, the following:
Designs, implements, and maintains laboratory computer programs and systems to gather, record, process, analyze and report clinical data relating to microbiology, mycology, parasitology, infection control, point of care testing, chemistry, hematology/coagulation, etc.
Recommends improvements for existing systems and applications software
Validates and maintains systems, instrument interfaces and vendor supplied software
Develops and/or enhances local applications to increase efficiency and effectiveness of the laboratory's clinical care activities
Implements laboratory modules of healthcare systems software package (VistA)
Designs and revises technical manuals, protocols and forms for process improvements and consistency and compatibility with automated systems
Designs and produces data and statistical analysis techniques, high level computer languages (e.g. SQL), methods of problem definition and analysis, and interactive database manipulation (i.e. M.S., Access, SQL Server)
Designs and produces analytical reports
Performs a variety of analysis in connection with the evaluation, acquisition, maintenance and troubleshooting of equipment
Evaluates the desirability and feasibility of computer applications in support of laboratory operations while performing cost benefits or economic evaluations of current or projected programs
Performs and develops life cycle cost analyses of projects
Designs and implements numerous data entry and reporting systems for inputting and displaying data
Writes validation scripts and protocols to ensure all systems are tested and maintained to ensure data integrity, compliance with regulatory agencies, and system functionality
Performs all other duties as assigned
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). In addition to meeting the Selective Placement Factor, to qualify for this position at the GS-12 grade level, applicants must meet the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Program Analyst - Informatics Manager, and that is typically in or related to the work of the position to be filled. Specialized experience includes a comprehensive range of skills to include network/application design, software development, and hardware-software integration to research, develop, design, and test various computer systems in a clinical environment; ability to utilize various software programs for gathering and analyzing data (i.e., in-house/commercial software, statistical packages, etc.); implementing and managing new clinical applications; and utilizing knowledge of Microsoft applications, SQL, Data Innovations, PowerApps, PowerBI, SharePoint, etc. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Physical Requirements: The work is primarily sedentary. There is some walking, standing, and lifting of items of light to moderate weight (no more then 50 pounds) for the purpose of equipment installation or exchange. The work does require intensive concentration, mental alertness, and the ability to work under pressure.
