This is the full performance level, non-supervisory position that is in the Performance Improvement Section of the Quality System Service (QSS). the System Redesign Program Analyst works to improve effectiveness and efficiency of the work process throughout the healthcare system to facilitate attainment of organizational goals using Lean and Six Sigma process improvement methodologies the Black Belt Level. This position is at the CW Bill Young VA Medical Center in Bay Pines, FL.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Provide coordination and leadership of process improvement projects in all areas of the facility. Develop, executing, and managing training and education programs relating to Lean-Six Sigma. Facilitate teams addressing process improvement opportunities in all areas of the medical center and clinics. Provide police guidance to the team through the improvement process. Organize major process improvement initiatives for action using Lean-Six Sigma methodologies such as Define Measure, Analysis, Improve Control (DMAIC). Provide one on one and group mentorship to newly trained Yellow Belt, Green Belt and Black Belt practitioners. Develop reporting procedures, sampling techniques, measurement and monitoring tools at various points within improved processes, to identify weaknesses, and performance gaps. Develop effective control plans to ensure sustainability of improved processes. Participate in several committees/workgroup within facility governance structure. Assist and advise improvement teams to gain support of leadership and remove barriers to improvement. Develop and execute programs and curriculum to educate staff on process improvement principles and techniques. Work independently in prioritizing, planning, and determining methods and action plans to accomplish work assignments and project goals within the parame4ters of existing policies, procedures, and operating instructions. EXPERIENCE: Possess least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Program Analyst, and that is typically in or related to the work of the position to be filled. Specialized experience includes experience utilizing recognized Lean-Six Sigma improvement tools at the Black, Green, and Yellow Belt project levels, teach new and seasoned improvement practitioners how and when to correctly use Lean-Six Sigma tools throughout the improvement project cycle, organize and identify improvement team's training needs, communicate project team members' roles, responsibilities, and project status and outcomes, and provide guidance as they prepare project presentations for key stakeholders. At times, the employee may be required to spend the majority of the day standing and speaking during facilitation of major events.
