Administration (VHA), and serves as a Program Analyst (Informatics Manager) in the Pathology and Laboratory Medicine Service (P&LMS), under the Chief Medical Technologist, at the C.W. Bill Young VA Medical Center. This hospital is a large, acute care facility and is affiliated with a medical school.

Duties

- Responsible for designing, implementing, and maintaining the laboratory computer programs and systems to gather, record, process, analyze and report clinical data relating to microbiology, mycology, parasitology, infection control, point of care testing, chemistry, hematology/coagulation, toxicology/drug abuse, serology/immunology, blood bank/transfusion medicine, cytology and anatomic pathology and to assure that the data is passed to other applications as needed. Recommends improvements for existing systems and applications software. This includes applications to be used in data analysis for technical, clinical and managerial purposes. - Responsible for the validation and maintenance of systems, instrument interfaces and vendor supplied software for use on VistA-interfaced computer equipment located throughout the BPV AHCS. This involves identification of problems in new software packages when they are installed or integrated in to the main system, analysis of those problems, and assisting in the determination of the appropriate corrective action. In addition, for advising on the potential benefits/uses of automation to improve the efficiency of program operations and administrative support. - Responsible for analyzing and coordinating issues regarding the laboratory computer data with users throughout the healthcare system combining expertise in computer systems design with knowledge of medical technology, recommends modifications of the software either in the computer routines or in the work routines of the laboratory sections or users. Ensure that the overall systems work well together so that clinical results are accurately reported and available in a timely manner. - Develops and/or enhances local applications to increase efficiency and effectiveness of the laboratory's clinical care activities. Designs, develops, validates and maintains software, modifying as required to meet specified needs, and works with Information Resource Management to provide troubleshooting assistance for system and software problems. - Responsible for the implementation of the laboratory modules of the healthcare system's VistA package. This involves identification of problem in new software's when they are integrated into the main system, analysis of those problems, and assisting in the determination of the appropriate corrective action. - Designs and revises technical manuals, protocols and forms (work record forms, proficiency test reporting forms, quality control and preventive maintenance forms, budget forms. specimen collection forms, etc.) for process improvement and consistency and compatibility with automated systems. Work Schedule: MONDAY-FRIDAY, 8:00AM-4:30PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. ***PREFERRED EXPERIENCE: 2 years experience managing and developing lab information systems and lab instrument interfaces. Advanced knowledge of Microsoft applications (specifically Teams and Excel}, SQL, Data Innovations, PowerApps, PowerBI, and SharePoint. Physical Requirements: The work is primary sedentary. There is some walking, standing, and lifting of items of light to moderate weight (no more than 50 pounds) for the purpose of equipment installation or exchange. The work does require intensive concentration mental alertness, color vision, and the ability to work under pressure.
