This position serves as a supervisor with direct responsibility for supporting the Bay Pines VA Healthcare System (BPV AHCS) in its data quality reporting initiatives as they relate to the comprehensive patient administration software applications supported by Health Administration Service (HAS).
Duties
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of VHA patient administration, benefits, and processing programs or operations in meeting established goals and objectives. Analyzes and integrates related information.
Develops reporting procedures, sampling techniques, and measurements at various points in the VHA patient administration or processing cycle to identify problem areas.
Develops indicators to provide objective evidence of the effectiveness of related processing procedures and processing controls.
Monitors patient processing data quality and indicators designed to prevent ineffective workload reporting practices and adherence to workload reporting plans and requirements.
Develop long and short range HAS performance improvement goals and action plans. Monitors and evaluates progress.
Investigates and analyzes adverse VHA patient administration and processing data quality trends or conditions and initiates corrective action.
Consults with staff and managers to identify opportunities for related data quality improvement. Assists staff to develop and implement patient administration and processing data quality management plans.
Develops procedures for establishing, operating, and assessing the effectiveness of patient administration and processing data quality systems, and the accomplishment of management reviews.
Directs and coordinates the creation, revision and suspension of outpatient clinic profiles.
Oversees and coordinates the reporting of Consolidated Patient Account Center (CPAC) revenue performance measures related to HAS operations to include but not limited to employer identification; Insurance Capture Buffer (ICB).
Manages the comprehensive reporting of HAS workload monitors ( e.g., eligibility verification, means test, patient demographics, appointment scheduling, electronic waiting list, clinic no-show rates, appointment cancellations, data reviews, etc.)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Must have an understanding of performance improvement principles and techniques in order to assist in the planning, organizing and implementing process changes. Has knowledge of management principles, practices, methods and techniques, and skills in integrating management services with general management of the organization. Knowledge ofVHA's performance goals, patient flow goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments at the local level. Must have a broad knowledge of the literature pertaining to patient flow, utilization management and Joint Commission standards so that the incumbent may serve as an effective resource person to the HAS Service and the healthcare system. Knowledge of and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel. Knowledge of and demonstrated experience with patient flow analysis techniques (methods), including flow mapping, critical path method, advanced statistics, queuing theory, and cause and effect analysis as applied to the health care setting. Skill with information management systems to support patient flow analysis techniques, including database management, database analysis and reporting, and flowchart software. Incumbent must have knowledge of how to set up record-keeping systems and files in order to document and provide a historical record of patient flow activities. The ability to use tools such as VHA Support Service Center (VSSC), VISTA File Manager and ProClarity to extract data sets. Incumbent must have working knowledge of VISTA packages, various computer software packages, network and data processing principles used. Knowledge of Windows operating systems, Network, Microsoft Office (current version), and other packages. Incumbent must have knowledge of laws, regulations and policies that protect computerized files access codes, etc. in order to maintain ADP security. Specialized knowledge of the basic principles and practices related to the management of health care delivery systems and the ability to apply this knowledge to solve the unique problems arising in the VHA health care delivery system. Recognition of the different functions and motivations of various employees and groups in health care delivery systems and ability to communicate effectively with each in order to gather information, present recommendations, and coordinate services. Skill in training. facilitating, and managing cross-disciplinary teams that are making decisions with large degrees of uncertainty. Must possess skill in the art of negotiation and the ability to provide a clear, logical and concise explanation of information. Must have skill in communicating effectively, orally and in writing with managers and employees at all levels of the Healthcare System in order to develop policy statements related to patient flow activities and to document patient flow activities undertaken.

Physical Requirements: The work is primarily sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, small parts or equipment. No special physical demands are required to perform the work.
