Serves as the management representative and advisor for one or more national groups. The incumbent is given the responsibility to develop methods to improve accuracy, adequacy and timeliness of information disseminated to all staff concerning various new information technology programs as they are rolled out nationally. All difficulty encountered is measured for effectiveness and productivity due to the variation in the administrative processes studied

Duties

Duties to include but not limited to: · Health Administration Service management and operations, including interpretation and application of basic policy and procedural issues. · Directing all medical administration programs and providing technical and administrative support for the medical facility. · Operational oversight over enrollment and eligibility. · Reviews the work of subordinates to ascertain if work produced or decisions made are consistent with current procedures and directives and quality of work produced, meets or exceeds existing standards. · Evaluates the need for further instruction and/or training of employees and is responsible on his/her own initiative in recognizing problems and to interpret for others the impact of conditions regarding specific problems or projects. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 0800-1630, Monday-Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop methods to improve accuracy, adequacy and timeliness of information disseminated to all staff concerning various new information technology programs; Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of Patient Processing program; Knowledge of administrative support functions (i.e. internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations); Knowledge and skill in the use of computer equipment with a wide variety of software such as Word, Excel, Power Point, Outlook, Access, Internet, and VHA databases to extract and organize data, produce letters, memorandums, conduct data searches, and to prepare a variety of specific working documents and forms such as spreadsheets, database, word processing, desktop publishing, graphics and other similar products; Identifying and analyzing the key issues in proposed regulations, standards, or guidelines. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 full years of progressively higher level graduate education. Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Responsible for Health Administration Service management and operations, including interpretation and application of basic policy and procedural issues; Responsible for directing all medical administration programs and providing technical and administrative support for the medical facility. This includes operational oversight over enrollment and eligibility; Maintain contact with VA Medical Center staff and others via telephone, personal meetings and written correspondence and recommends solutions to questions; Holds discussion within the service and with other interested services on budget, space, staff requirements, training policies and promotion policies; Reviews the work of subordinates to ascertain if work produced or decisions made are consistent with current procedures and directives and quality of work produced, meets, or exceeds existing standards; Evaluates the need for further instruction and/ or training of employees and is responsible on his/her own initiative in recognizing problems and to interpret for others the impact of conditions regarding specific problems or projects. Attends staff meetings and acts for the Chief, Health Administration Service when required, on questions raised by the Director or other management officials regarding Health Administration Service. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 3 full years of progressively higher level graduate education.. Physical Requirements: Position requires walking, standing, bending, and prolonged periods of sitting. The work is mostly sedentary; however, it occasionally requires carrying light objects such as files, books and papers. Incumbent may be required to travel between facilities within ECHCS.
