Duties

The primary purpose of this position is to Serve as Training and Force Development Supervisor, the principal civilian advisor, Subject Matter Expert (SME) for Space Training and Force Development. Conceives, develops, and formulates Training, Education, Exercises, Wargames, and Experiments (TEEWE) with the National Security Council (NSC), Office of Secretary of Defense (OSD), The Joint Staff (TJS), Headquarters Air Force (HAF), Services, Combatant Commands (CCMD), and other US and Allied Government Agencies. Exercise supervisory personnel management responsibilities at least 25% of the time. Plans, organizes, and directs the activities for the Training and Force Development Directorate while ensuring the organization complies with legal and regulatory requirements. Principle advisor, assisting Command on guidance and policy, ensuring Joint Space Training and Force Development are consistent with Command guidance and complies with applicable laws, regulations, policies, and procedures. Represents the Director, Training and Force Development Directorate for all National, Department of Defense, and Coalition requirements concerning Space Training and Force Development.

  • Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.

Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. fore, It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301 SPECIALIZED EXPERIENCE:: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience include; Produces desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. Demonstrates skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate. Takes and displays personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility. Work is timely, efficient and of acceptable quality. Completed work meets project/program objectives. Leadership and/or supervision effectively promotes commitment to organization goals. Flexibility, adaptability, and decisiveness are exercised appropriately. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the NH-03 level is required to meet the time-in-grade requirements for the NH-04 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of DOD, Joint Staff, and Command regulations, standards, policies for joint training, exercise and wargame systems and in-depth knowledge of DOD, Service Agency, and Command interrelationships. Mastery knowledge of Joint Training, Education, Exercise, Wargame, and Experimentation (JTEEWE) program goals and objectives, sequencing and methods of evaluation the effectiveness of planning and operations with respect to JTEEWE. Mastery of oral and written skills to present clear and concise information with good judgment and discretion, on a host of complex issues; conduct high-level, sensitive liaison and promote good public relations; and formulate clear informational briefings to the commander and staff. Extensive knowledge of the United States Space Command Component organization and responsibilities, and its relationships with other combatant commands; application of Federal Regulations, Joint Publications, and DoD Instructions relevant to Space Component operations; theater awareness and familiarity. Ability to analyze, plan, organize and direct the functions of, and mentor, motivate, and appraise staff of a large organization through subordinate supervisors and meet program objectives within available resources, while accomplishing work through tactful interpersonal relations and manage/resolve conflicts harmoniously to achieve stated goals and desired results. Expert knowledge of doctrinal principals of strategic, national, and theater strategy and the operational analyses required to adjudicate theories, principles, concepts, methods, and techniques. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
