Duties
The primary purpose of this position is: To serve as a second level supervisor, providing planning, directing, organizing, and exercising control over USSPACECOM/J31, Global Sensor Management Division. Responsible for advising, coordinating, planning, and executing critical space operations with emphasis on strategic missile warning via the integrated tactical warning and attack assessment (ITW/AA) system(s), theater missile warning (TMW) via the theater event system (TES), shared early warning, nuclear detonation detection, and Space Domain Awareness (SDA). As a GSM subject matter expert (SME), advises the Commander, U.S. Space Command (USSPACECOM) and Director of Operations (J3) on GSM-related mission areas in support of Presidentially directed missions and Secretary of Defense (SecDef) National Defense Strategy objectives. As a critical leader within the J3 staff, coordinates GSM mission areas with other combatant commands, the Joint Staff, USSPACECOM's functional and Service components, Combat Support Agencies, and other USSPACECOM divisions and offices.
Duties:
Plans, organizes, and directs the activities of the Global Sensor Management Division, ensuring compliance with legal and regulatory requirements and that command needs are met.
Exercises supervisory personnel management responsibilities.
Provides strategic level subject matter expertise, integration, and oversight of all matters related to Global Sensor Management (GSM), with a focus on Missile Warning, Nuclear detonation detection, and space re-entry detection.
Represent USSPACECOM and the J3 directorate across a variety of organizations, to include allies and partners, on GSM-related matters, with a focus on Shared Early Warning.

- Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft

Qualifications
Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. Per 5 CFR 732.202, the investigative requirement CANNOT be waived for special sensitive positions. The selectee must possess this clearance prior to starting in the position. In the event the selectee does not possess this clearance, the full investigation and favorable security adjudication must be completed and rendered prior to beginning in the position. A non-disclosure agreement must be signed.
If mission parameters necessitate access to SAPs, a counterintelligence (CI)-scope polygraph examination and psychological screening may be required prior to gaining access. Incumbent may be subject to additional random CI-polygraph examinations during the period of access to SAPs requiring a CI-poly exam. All personnel must sign a SAP indoctrination agreement documenting this consent per AFI 16-701, para 1.4.
This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of space-based sensors, ground-based radars, correlation centers, system data links, and decision support systems necessary to provide timely, accurate, and reliable recommendations on missile warning, missile defense, and space domain awareness operations for defense of the homeland, theater forces, partners, and allies; comprehensive knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; knowledge of the various command entities involved in overall planning and execution of Global Sensor Management (GSM) operations and systems evaluations; and supervisory controls for planning, designing, and carrying out major studies or projects, and for coordinating with experts both within and outside an organization.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of joint war fighting doctrine, joint combatant command structure, and global command and control constructs.
In-depth knowledge of Global Sensor Management and familiarity with Joint Operational Planning and Execution System (JOPES), the Joint Operations Planning Process (JOPP), and development of operational orders.
Skill in developing new approaches, establishing innovative techniques, and identifying measurement and evaluation criteria to determine program effectiveness, to develop new or modified work methods, and to analyze and resolve highly complex problems.
Comprehensive knowledge of long-range mission, objectives, and management plans in the Unified Command Plan (UCP) to serve as an authority on issues of missile warning and space operations.
Ability to plan, organize, direct, mentor, motivate, and appraise the staff of a small to medium sized organization.
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; ability to articulate complex issues and maintain strong working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
