Serves as the Chief of Protocol for the US Space Command (USSPACECOM), a joint service combatant command responsible for eight Joint Functional Component Commands. Responsible for managing the planning, coordinating, and executing all aspects of protocol support for all Distinguished Visitors (DV), ceremonies, conferences and other social events.
Duties
Exercises supervisory personnel management responsibilities at least 25% of the time.
Plans and directs the activities the Protocol Office.
As Chief of USSPACECOM Protocol Office, provides trusted counsel to and represents the organization on all protocol matters that require coordination with the White House, DoD, DoS, CJCS, foreign governments, other unified commands, military services, and government agencies.
Provides recommendations and guidance regarding the use of Official Representation Funds (ORF) and Special Morale and Welfare (SM&W) funds.

- Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, USSPACECOM, national security, and public safety.
- Incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice.
- Regularly required to work other than normal duty hours to include overtime and/or emergency overtime.
- Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies may be required.
- Employee is required to carry a government provided cell phone or radio off duty and may be recalled to duty.
- Mission Essential - Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.

- Required to drive a motor vehicle. Valid driver's license required.
- Physical required - Lifting, brisk walking, and standing for long periods of time is expected.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NH-III/GS-13 or equivalent in other pay systems. Examples of specialized experience include: : (1) coordinating the proper customs, courtesies and protocol procedures to receive and host Distinguished Visitors; (2) developing plans of execution for official and social events to ensure proper protocol is observed; (3) directing the collaborative work efforts of various organizations to achieve program objectives; (4) developing performance standards and evaluating work performance of subordinates.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of protocol principles, their methods and applications, established practices, methods, interpersonal relations and practices, and accepted management techniques. Intimate familiarity with DoD Protocol Directives, Instructions, and policies.
2. Skill in evaluating the effectiveness of various protocol and distinguished visitor programs as operated at the headquarters. Ability to manage and lead the staff and functions of a small organization; ability to motivate, inspire, and delegate/assign tasks and ensure delegated assignments are accomplished.
3. Skill in hosting distinguished visitors and influential groups from diverse cultural, religious, ethnic and national backgrounds as well as senior positions within our government.
4. Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management. Ability to accurately relay desired command messages to visitors through and integrated visit program that properly represents the command, the DoD and the nation.
5. Ability to develop and implement innovative approaches to resolve unusual/difficult issues significantly impacting command-wide policies or programs.
6. Ability to advise senior military officers and civilian officials, the Commander, Deputy Commander, Chief of Staff, military service general officers, other unified command protocol offices and general officer leadership, government agency heads, region and component commanders on all aspects of protocol programs, recommend strategies, and establish standards for the development and evaluation of long-range protocol and distinguished visitor programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
