You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Command Department (00), Strategic Planning Division (00X) of NAVAL SURFACE WARFARE CENTER.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-6 pay band encompasses positions equivalent to the GS-14 and GS-15.
Duties
You will manage and oversee the strategic planning process, including development and deployment of the Division's strategic intent, planning, development and execution activities.
You will manage and oversee the Division's investment programs.
You will work with Chief Technology Office (CTO) and Chief Strategists to develop strategic technology plans.
You will develop and assess the Division's performance management processes, including TC health and metrics to ensure workforce shaping, organizational infrastructure, and resource health are aligned with Division strategies.
You will provide oversight and management of Military Construction (MILCON) and other key infrastructure strategy planning.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower band, NT-05 (GS-13/14 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing business program operations (e.g. short and long-term planning, setting priorities, estimating resources) to assess and establish business or administrative processes and procedures to improve organizational effectiveness and efficiency.
