The primary purpose of this position is to serve as a second line supervisor, providing planning, directing, organizing, and exercising control over supervisory and nonsupervisory employees assigned to the ACC/A2 Staff Operations Division.

Duties
As Division Chief, plans, organizes, and oversees the activities of the Staff Operations Division. Collaborates and plans with
other managers and appropriate personnel to negotiate, decide on, coordinate, and/or integrate organization operation and interests of other organizations.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters.
Represents ACC/A2 with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with HQ ACC, HQ USAF, ten geographic and functional COCOMs (Combatant Commands), four NAFs (Numbered Air Forces), and other staff action officers and national intelligence community (IC) levels.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

Qualifications
This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include formulating program goals, plans, policies, and procedures and work plans dealing with the development and operation of staffwide support functions and activities; participates in providing both technical and administrative direction to subordinate branch chiefs and through them their assigned nonsupervisory employees. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Air Force resources management, civilian personnel management, information technology concepts, standard contracting regulations, practices, and procedures, and intelligence analysis principles.
Comprehensive knowledge of the National Intelligence Community to include multi-source intelligence products, applications, services, and resources, as well as, cyber support and operations forces, and expertise in the areas of information warfare, command and control, security, acquisition, and foreign weapons systems and technology to support Air Force Major Commands, Air Force components, Joint/Air Force doctrine, and national decision makers.
Skill in analyzing difficult organizational issues and problems involving organizational operations and the ability to develop, prepare, or recommend new or revised directives, policies, and implementing instructions; and developing and presenting unique or adaptive solutions targeted for any particular aspect of the organization's operations.
Knowledge of safety and security regulations, practices, and procedures for ensuring the safeguarding of classified information.
Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to communicate effectively, both orally and in writing.
CONDITIONS OF EMPLOYMENT CONTINUED:
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Extensive management ability is required. A Bachelor's Degree or coursework in strategic intelligence, international relations, country/regional area studies or technical field directly applicable to intelligence analysis is highly desired but not required. An advanced degree in management is highly desired.
The position requires availability for short notice work on weekends, holidays, and evenings. Flexibility in adjusting the scheduled workday is mandatory. The work requires prolonged concentration on highly complex problems; frequent requirements for quick-reaction responses create considerable pressure. High-level briefings also create stressful circumstances. Position requires considerable desk work with extensive use of computers and many different software packages.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
