The primary purpose of this position is to serve as Chief, Combat Air Force (CAF) Engineering and Technical Services (ETS) program in the Directorate of Logistics at Air combat Command (ACC) with responsibility for directing the activities of the Division CAF wide.

Duties

As Division Chief, plans, organizes, and oversees the activities of the Division. Exercises supervisory personnel management responsibilities. Establishes, develops, and maintains effective working relationships with MAJCOM A4/A6 Directors and their support staff, Wing leadership, maintenance and communication group and squadron commanders, and Air Staff Headquarters; AF working groups; other federal, agencies; union representatives; community groups; etc. Provides technical advice to ACC Director of Logistics (A4) and Director of Communications (A6) and other MACOMS supported on ETS specific requirements. Provides management and fiscal oversight for current and projected financial budget and manpower requirements to meet CAF ETS obligations.

  • This is a Centrally Managed Position in the logistic Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The employee must be able to obtain and maintain a Secret Clearance

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to a wide variety of complex aircraft, communication, and logistic system's technologies and their role within the CAF. Expert knowledge of applied logistics program management principles, procedures, techniques and practices as well as local techniques, processes, and procedures used in support of logistic system's sustainment and modifications. Knowledge and skill to apply advanced methods and techniques to analyze difficult and complex logistic/technical problems/issues and determine alternative courses of action for programs and projects. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to a wide variety of complex aircraft, communication, and logistic system's technologies and their role within the CAF. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Ability to analyze, interpret, and apply rules, regulations, and procedures to a variety of situations, and to recommend timely and economical solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
