Duties

The primary purpose of this position is: To serve as Chief, Policy and Resource Division in the Directorate of Requirements at a major command (MAJCOM) with responsibility for directing the activities of the Division. As Division Chief, plans, organizes, and oversees the activities of the Division. Exercises supervisory personnel management responsibilities. Establishes, develops, and maintains effective working relationships with each Directorate and their representatives. Serves as Requirements Directorate Group representative in the ACC Planning, Programming, and Budgeting Execution System (PPBES) Corporate Structure for POM, budget, military construction, and related PPBE activities. Responsible for planning, organizing and managing the policies and resources for the directorate.

  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Knowledge of AF and CAF operational concepts, policies, and force objectives is highly desirable to measure impact of resource decisions on mission changes and readiness impacts.
  • This is a Key Position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Must be able to obtain and maintain a Top Secret Clearance.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This is a Centrally Managed Position in the Operations Career Field.

Qualifications

Conditions of Employment (Cont.) This position is emergency essential (E-E). In the event of a crisis situation, the incumbent or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any milita1y recall status. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0301 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to application of advanced analytical and evaluative methods and techniques. Knowledge of mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or AF safety, area security, informational security, resource management, federal budgeting process, DoD PPBES, as well as, manpower and personnel policies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to application of advanced analytical and evaluative methods and techniques. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or AF safety, area security, informational security, resource management, federal budgeting process, DoD PPBES, as well as, manpower and personnel policies. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Substantial knowledge of the Air Force Materiel Command's support role of the RD&A of CAF requirements PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
