The primary purpose of this position is to ????serve as a second line supervisor, providing planning, directing, organizing, and exercising control over supervisory and nonsupervisory employees assigned to the 480th Intelligence, Surveillance, and Reconnaissance Wing (480 ISRW) Mission Support Operations Directorate.

Duties

Duty 1: Serves as the Wing Commander's senior advisor on talent management, personnel optimization, and organizational efficiency, playing a pivotal role in shaping policies, fostering Total Force Airmen development, and championing diversity and inclusion initiatives across six geographically separated ISR Groups and 23 subordinate squadrons. Duty 2: Exercises supervisory personnel management responsibilities. Duty 3: As Director, plans, organizes, and oversees the activities of the Mission Support Operations Directorate. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of Wing wide mission support operations functions and activities; participates in providing both technical and administrative direction to subordinate branch chiefs and, through them, their assigned nonsupervisory employees. Duty 4: Represents 480 ISRW with a variety of installation and functional area organizations.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of DoD, National Security, and AF sensitive activities, policies, associated legislation, and directives to plan and develop relationships or guidance for application of complex procedures and to handle, protect, and maintain control of classified material and media. Extensive knowledge and experience working with multiple stakeholders; strong understanding of program evaluation methods including an understanding of the need to be responsive to agency requests for data; detail-oriented and ability to keep accurate, well-organized record; and experience evaluating performance and analyzing data/metrics, to develop collaborative relationships and manage project schedules and deadlines that run simultaneously. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1: Expert knowledge of Manpower, Military and Civilian Personnel functions along with Career Develop and Diversity and Inclusion. Knowledge of operations, policies, procedures, and practices and concepts, theories and practices of the specialized work performed. 2: Knowledge of Federal and AF Human Resources concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities that deal with a highly educated, technically oriented workforce and to resolve a myriad of personnel issues within a complex security environment that are uncommon to other organizations. 3: Comprehensive knowledge of the National Intelligence Community to include multi-source intelligence manpower processes, applications, services, and resources, as well as, cyber support and operations forces/matters, and to ensure concerted action by involved parties to support Air Force Major Commands, Component Commands, Joint/Air Force doctrine, and national decision makers. 4: Knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships, and operations. Knowledge of advanced analytical principles, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources. 5: Skill in analyzing difficult organizational issues and problems involving organizational operations and the ability to develop, prepare, or recommend new or revised directives, policies, and implementing instructions; and developing and presenting unique or adaptive solutions targeted for any aspect of the organization's operations. 6: Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
