The NCPS Chief Administrative Officer oversees the staffing and administrative functions for the VHA Office of Patient Safety, and is responsible for the planning, design, development, implementation, management, evaluation, and coordination of a complex administrative management program for the
organization.
Duties
Provides leadership, advice, and subject matter expertise in the following areas: budget formulation, execution, monitoring, and reporting; personnel management and workforce and succession planning; logistics, facilities, property management and physical security; and administrative policy development and program analysis.
Serves as principal point of contact for administrative matters, and independently communicates with staff of other national VHA program offices, VHA VISN and facility leadership, service chiefs, and other key officials within or outside of the VHA to define requirements, obtain information, negotiate for services, and to clarify issues.
Administers NCPS fiscal operations, including budget planning, formulation, allocation and control; financial management; financial reporting, and travel.
Reviews budget estimates submitted by program officials, analyzes special program or project budget plans and information, and identifies need for change.
Participates with the Executive Director, Director of Operations, and other senior managers in proposing, presenting, explaining, justifying, and defending the OPS program budget before senior VHA managers, e.g., Assistant Under Secretary for Health for Quality and Patient Safety, VHA Chief Financial Officer, VHA Finance Committee, etc.
Oversees all procurements to ensure they sufficiently meet the needs of the organization and are acquired in compliance with approved policies and procedures.
Interacts and negotiates on adjustments or reprogramming in support of major program changes or requirements
Develops, directs, and administers the NCPS personnel management program, overseeing the full range of personnel management requirements.
Responsible for managing the personnel costs to ensure maximum utilization of personnel and funding resources for the OPS program.
Prepares a variety of special analyses and reports on personnel resoucres and issues.
Provides for the overall administrative management of the OPS including interpreting administrative policies and regulations, developing and implementing local policies, defining administrative requirements, and/or providing advice to the Executive Leadership Team on related issues.
Provides technical and administrative supervision to the Administrative Team.
Oversees the daily operation of the team, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
Gives advice, counsel, and instruction to employees on both work and administrative matters. Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.

Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience Requirement: Must possess one year of specialized experience equivalent to at least GS13 in Federal Service that includes 5 of the 7 of the following specialized experience examples. In order to meet the minimum qualifications for this position, you must meet (5 or 7) of the following examples of specialized experience.
Long term planning and identifying system issues to develop policies, procedures & solutions
Administers NCPS fiscal operations, including budget planning, formulation, allocation and control

Physical Requirements: The work is primarily sedentary, but occasionally involves walking, bending, climbing stairs. The work also involves coping with complex, persistent demands from a variety of sources that can be regarded as a high-pressure work situation.
