The Administrative Officer position is located at the VA Ann Arbor Healthcare System in Ann Arbor, Michigan, within Social Work & Community Based Services.
Duties

Duties include but are not limited to the following:
Coordinates human resources activities including recruitment/staffing, maintaining position descriptions/position management, performance management;
Serves as a Fund Control Point Manager to maintain control and accountability of obligations and expenditures of supplies, equipment, and services;
Provides advice and guidance on budget and financial issues/activities;
Collaborates with Service Lines and Services to develop strategic business plans, annual budgets, and other resource allocations;
Manages space needs including coordinating moves, space requests, assessing needs, and making recommendations;
Ensures the timely and accurate submission of various recurring and non-recurring reports;
Develops long and short range policies and plans for the Service by coordinating the administrative needs of the organization;
Performs other related duties assigned to this position.
Work Schedule: Full Time, Monday - Friday 8:00am - 4:30pm

Qualifications
In order to qualify for this position at the GS-11 level you must meet one of the following:
SPECIALIZED EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Administrative Officer, and that is typically in or related to the work of the position to be filled. Specialized experience includes experience preparing long range operational plans for budgets, space, equipment, and personnel; interpreting administrative policies, developing local policies, defining administrative requirements and providing advice to senior management on related issues; preparing annual budget requests including budget formulation, justification, and execution; coordinating and tracking projected personnel actions. OR
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the Administrative Officer position. (COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION)

COMBINATION OF EXPERIENCE AND EDUCATION: You must have equivalent combinations of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the Administrative Officer position and must have been obtained in an accredited college or university.
