Manages and coordinates all administrative functions of the VA Ann Arbor Healthcare System Social Work & Community-Based Services (SW&CBS). This includes interfacing with multiple Services throughout the VA Ann Arbor Healthcare System such as: Fiscal Service, Human Resources Management Service, Logistics Service, Police and Security, Information and Resources Management Service, Engineering and Facilities Management Service, etc.
Duties
Program Administration:
The nature of the work is such that the employee must continually gather, interpret, analyze, and correlate large amounts of narrative and statistical information about organizational functions, workload and productivity.
Provides advice to management on the distribution of work among positions and organizations, and the efficient utilization of positions and
employees in program and program support areas staffed by employees in professional, technical, and clerical occupations.
Advises on changes to organizational structures, organizational charts, mission and function statements to implement reorganizations or changes in program administration in order to reduce or eliminate functional overlap among the Medical Center's substantive Programs.
Reviews all appointments, promotions, incentive awards, position descriptions, disciplinary and adverse actions etc., and contributes to the optimum organization and distribution of functions, organizational structure, and staffing of activities.
Analyzes complex administrative management problems with rapid fluctuation in various Program priorities and requirements, and many conflicts between program requirements and available resources.
Supervises a staff of four to six administrative employees and is directly responsible for developing performance plans and evaluating the performance of subordinates.
Accreditation Program Administration:
Ensures that Quality Assurance information mandated by JCAHO is properly maintained.
Provides for full administration of reporting, evaluation, and requirements associated with the Accreditation of SW&CBS.
Establishes procedures to meet unusual or unique standards.
Prepares all necessary documentation for the accreditation process.
Ensures annual licenses of the department are current, and participates in annual site inspections.
Budget Guidance and Administration:
Responsible for the formation and execution of the annual budget including salaries, travel, supplies, equipment and all other general operating expenses.
Gathers and analyzes budget needs of SW&CBS and supervises all phases of budgeting within administrative requirements.
Plans a system of internal control which assures the fiscal management of SW&CBS will be maintained on a sound basis in accordance with generally accepted accounting practices.
Assembles and compiles budget information and maintains a running account of funds allocated and expended in all sub accounts and makes interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures, and regulations.
Direction/Long-Range Planning:
Develops both long and short-range policies and plans for SW&CBS by coordinating the medical administration needs of the organization(s) for which accountable.
Responsible for development and implementation of policies and procedures for the service.
Will recognize the need for new polices and bring such policies to the attention of the Chief, SW&CBS.
The policies and procedures dealt with are for all of the various aspects of the Service including budget and fiscal management; supply, service, and equipment procurement; personnel and workforce utilization; contract negotiation; construction and renovation; and space utilization.
Due Process:
Discusses, investigates, and responds to employee grievances and dissatisfactions in order to resolve conflicts.
Represents management at labor management meetings, provides information, resolves conflicts and/or problems that may arise, and assures management officials are familiar with the negotiated agreement.
Listens to problems and concerns of SW&CBS employees and assists when possible or secures the advice from Human Resources.
Serves as deciding official/management representative for SW&CBS.
Plays a central role in developing and coordinating internal review systems to ensure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the SG-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Administrative Officer GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducting detailed analyses of complex functions and work processes; applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and organizational productivity; pertinent laws, regulations, policies and precedents which affect the use of program and related support resources; resolving major issues, program goals and objectives to include making decisions on how to proceed in planning, organizing, and implementing programs that are complicated by regulatory guidelines, clinical changes, budgetary and other factors; highly effective interpersonal skills to present recommendations and negotiating solutions.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.

You must have an combination of specialized experience and education beyond a Master's Degree (leading to a PhD). Such experience and education must demonstrate the knowledge, skills, and abilities necessary to do the work. Physical Requirements: The work is mostly sedentary, although there is some walking, bending, and lifting. It is sometimes necessary to work at the computer for extended periods of time. The position requires the ability to concentrate with frequent interruptions.
