Community Care is comprised of over 90 employees which are located at Domino Farms. The Emergency Department is comprised of over 20 employees and is located within the VA Ann Arbor Health Care System's (VAAAHS) Medical Center. The Geriatrics/Palliative Care/Home Based Primary Care Service (Geri/Pall/HBPC) is comprised of over 69 FTE and the incumbent will serve as the Administrative Officer(AO) for the VA Ann Arbor Healthcare System.

Duties

MAJOR DUTIES AND RESPONSIBILITIES: Administrative Management - Provides overall administrative and management assistance to Community Care service, the Emergency Department (ED) and Geri/Pall/HBPC Service in support of policies and action plans to ensure compliance with the VISN, The Joint Commission (TJC), and other entities as appropriate to improve performance and quality management programs. The AO develops and implements local policies/ standard operating procedures (SOPs) and interprets administrative policies for staff. Provides guidance and leadership to the service surrounding administrative policies and guidelines. - Participates in administrative research, management analysis, quality assessment, and the development of reports, as well as other administrative projects. - Develops, plans, and implements process improvement measures as needed to maintain or improve employee and/or patient satisfaction. - Leads professional staff in implementing strategic actions plans for resolving administrative functions, to include but not limited to budgeting, human resources, contracting, equipment purchase and maintenance, and building issues. Personnel Management / Human Resources - Administrative Officer will require understanding of development performance standards, skilled in writing position descriptions and functional statements, and assist with tracking semi-annual and/or annual evaluations for service supervisors. He/she will assist the Chief of Community Care, the Emergency Department Chief, Geri/Pall/HBPC Chief, and other Supervisory staff in the completion of Proficiencies/Appraisals of those under their supervision, liaison with Human Resource Officials on the counseling of employees whose performance is marginal or unsatisfactory, initiating disciplinary actions when necessary, completion of performance awards for appropriate Service employees, tracking/monitoring of recruitment and hiring of new employees, and obtaining resources for continuing education of employees as indicated. - Serves as the Human Resources liaison for the Ann Arbor Healthcare System(VAAAHS) Community Care Service, Emergency Department, and Geri/Pall/HBPC Service monitoring service staffing movements and preparing and submitting requests for staffing actions to appropriate boards/committees and HR. Participates in personnel administration operations such as position classification, grievance procedures, performance standards and disciplinary actions. Serves as the lead in administrating actions concerning promotion and promotion management forassigned personnel. - Participates in the resolution of union and EEO complaints with the Service, which may include assisting in the investigation of complaints made by employees, determining appropriate corrective actions, and notifying employees of decisions and actions taken. Incumbent will perform routine and frequent Decision Support System (DSS)labor mapping and supply mapping for all staff for the complex Community Care Service, Geri/Pall/HBPC Service, and Emergency Department. Independently collaborates on appropriate solutions to resolving conflicts. Resource Management - Execute budget plan and ensure expenditures are consistent with budget formulation plans as the fiscal year progresses. Assembles and compiles budget information and maintains accounts of funds allocated and expended in all sub accounts and makes interim adjustments where necessary by applying knowledge and understanding of budgetary policies, procedures, and regulations. Raise concerns to leadership timely; develop creative solutions to budgetary concerns and recommend to service and facility leadership. - Incumbent is responsible for implementing annual closeout activities for workload capture and encounter completion.- Managing the financial resources for the Ann Arbor Healthcare System (VAAAHS), Community Care Service, Geri/Pall/HBPC Service and Emergency Department as needed.- All other tasks assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: interpreting rules, regulations, policies, and procedures to make sound decisions. knowledge of a wide range of medical center administrative concepts, principles, and practices. reviewing data and information for trends, problem areas, and makes recommendations to management to resolve issues. Communicate with multiple stakeholders, adapt to changing needs of services, managing procurement and contracting experience OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have - Ph.D. or equivalent doctoral degree; or- 3 full years of progressively higher level graduate education leading to such a degree; or- LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level.
