This position functions as the Administrative Officer for the Geriatric Research, Education and Clinical Center (GRECC). The GRECC is a unique program within the VA system which reports organizationally to the Office of the Chief of Staff.
Duties
The incumbent has three major, and significantly diverse, responsibilities: (1) to manage the day-to-day operations of the GRECC, including resource management, program managerial activities and responsibilities, program planning and evaluation, and overall supervision of all administrative and operational functions. (2) responsible for education/conference activities related to the GRECC, this includes collaboration with the Associate Director for Education & Evaluation to ensure the coordination and integration of GRECC research and clinical program in to educational/ conference activities. (3) act as an extension of the GRECC Director with particular emphasis on taking the initiative in program development and planning, effective management of all GRECC resources and establishment and maintenance of positive clear communication with administrative services such as Personnel, Supply and Fiscal, as well as with the other Patient Care Services, with the V ACO Office of Geriatrics and Extended Care, and with The University of Michigan Medical School and its various departments ( e.g., medicine, psychiatry, biochemistry, neurology), The Institute of Gerontology, and The School of Public Health.
These duties are but are not limited to:
SUPERVISORY ACTIVITIES
- Provides direct supervision to two Program Specialists (GS-9) and two Physiologists
-Works with GRECC Director to provide direct supervision of GRECC staff. This responsibility includes setting performance standards, writing position descriptions, conducting semi-annual evaluations, counseling employees whose performance is marginal or unsatisfactory, recommending performance awards for employees whose performance is highly satisfactory or outstanding, initiating disciplinary actions when necessary, hiring new employees, and obtaining resources for continuing education of employees.
- The incumbent is the Medical Center's administrative resource for all matters pertaining to maintaining and expanding the integrative policy of the GRECC, including interactions with GRECC affiliates.
EDUCATION AND CONFERENCE ACTIVITIES
- Collaborate with the GRECC Associate Director for Education & Evaluation to ensure the coordination and integration of GRECC research and clinical programs into educational conference activities.
- Develop in collaboration with GRECC Associate Director for Education & Evaluation continuing education proposals on an annual basis.
- Plan and implement local and regional educational/ conference programming associated with the GRECC.
RESOURCE MANAGEMENT
- Responsible for providing the essential data to be contained in the annual budget plan. Using appropriate software, distributes the target allowance amount cost centers to projected personnel, supplies, equipment, and contractual services.
- Incumbent is responsible for assembling, organizing and presenting information for budget development and a system of internal controls for appropriated funds. Coordinates budget formulation and execution with the Fiscal Officer.
PROGRAM DEVELOPMENT
- Coordinates, creates, and advises in the development of new clinical programs and policies.
- Works with GRECC research physicians to develop written proposals for new clinical programs.
- Coordinates with the Associate Director for Education and Evaluation and others in developing and implementing methods to evaluate the impact of GRECC Clinical programs on established objectives.
- Facilitates program innovation and assures evaluation and quality control measures to determine the effectiveness of program concepts and techniques.
Work Schedule: Monday - Friday, 8:00am -4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Responsible for the coordination of duties throughout a service. Manages day to day operations of a service or program planning. Experience with human resources functions: entering MSS requests, hiring functions, and interviewing. Responsible for providing consultative advice to Service Chief about service function, employee decisions, hiring practices, and strategic planning.

Physical Requirements: The work is mostly seated, and sometimes involves climbing stairs, carrying audiovisual
equipment and supplies, traveling off station to various meetings, etc.
