The position is located in the Office of Financial Managment (OFM). OFM is responsible for ensuring effective stewardship of agency resources and integration of strategic planning and performance management into all phases of resource planning and execution. OFM performs the functions of Budget Formulation, Budget Execution, Accounting Operations, Financial Systems, and Financial Reporting, including the preparation and audit of the agency's Financial Statements.
Duties
As a Senior Financial Management Specialist, the incumbent serves as an organizational expect on all requirements of the Federal Travel Regulation, Prompt Payment Act and Agency disbursement procedures. Ensures that agency vendor payments and employee reimbursements are authorized, supported and properly approved. Reviews and approves travel requests, determines are the appropriateness and legality of obligations and payments, processes vendor invoices and employee reimbursements, analyzes financial discrepancies, determines appropriate actions to resolve discrepancies, and proactively negotiates the required corrective actions.
Provides direction and performs processing of payments for agency products and services. Develops and implements Agencies policies, procedures, systems and management controls for the processing of payments and other financial operations transactions. Prepares a variety of financial reports, analyses, and reconciliations covering financial operations issues for use by OFM staff, key management officials and program officers.
Develop information reflecting operating expense trends and projections to determine the overall funds status of programs, projects and/o contracts. Resolves unusual problems dealing with substantial agency issues, such as any illegal, improper, or incorrect payments resulting from any false, inaccurate, or misleading certification.
Provides financial advice to management officials and program officers regarding agency travel policies and the processing of travel requests and reimbursements using automated systems. Develops and provides training on Agency travel policies and systems and oversees the Agency's Government Travel Card program.
Requirements

Qualifications
You may qualify at the GS-12 level if you fulfill the following qualification requirement:
Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level or pay band in the Federal service that demonstrates your ability to apply analytical methods and techniques to identify and resolve financial and/or auditing issues; experience in gathering, compiling, and analyzing financial and/or programmatic information; providing technical assistance and consultation on financial and/or auditing matters; experience applying financial management policies, procedures, and program goals.
Time-in-Grade Requirement: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. GS-12: Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience at this grade level.
