As a Supervisory Financial Management Specialist at the GS-0501-14, you will be part of CFO Financial Services, Office of Personnel Management. If selected, you will serve as the supervisor for Receivables Management office. This office is responsible for collecting improper payments, recording voluntary contributions payments, service credit deposits and redeposit payments, and life insurance payments to customer's accounts.
Duties
Directs receivables management activities, evaluates the effectiveness of associated practices and procedures, and implements needed improvements ensuring compliance with Federal statutes and regulations.
Administers and oversees efforts to recover funds through the Federal Tax Refund Offset Program used to recover overpayment after normal recovery procedures have failed. Assesses, analyzes, and reviews agency debt write-offs.
Provides technical advice, prepares management reports, and gives recommendations on policy, procedures, and guidelines governing receivables to staff, upper management, programs offices, and outside agencies.
Independently plans, directs, and administers the work of the office.
Qualifications
For the GS 14: You must have one year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the private or public sector) performing all the following tasks: 1) Utilizing financial management systems to compile, analyze, or report financial information; 2) Managing or leading a team by assigning work, providing feedback, or guiding or mentoring team members; 3) Collecting, recording, or processing debt payments according to organizational policy and procedures; and 4) Developing approaches or solutions to financial management issues related to areas such as accounting, internal controls, or auditing.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
