Duties
Provides information technology (IT) systems analysis/engineering support and expertise for the overall strategy, formulation, oversight, rationalization and guidance for the implementation and deployment of DoD-wide enterprise business capabilities.
Directs implementation of a specific project segment providing expert guidance on the rapid implementation and development of Enterprise business capability utilizing Commercial Off-The-Shelf (COTS)...
(cont.) Enterprise Resource Planning (ERP), and Government Off-The-Shelf (GOTS) packages.
As a Subject Matter Expert (SME), the incumbent is responsible for the formulation, oversight, and rationalization of the IT approach and solution to DoD business system needs.
Manages and advises teams of functional analysts/engineers and IT professionals in the planning, designing, testing, training, initial fielding, operations and maintenance of DoD business IT systems.
Advises teams of functional analysis and IT professionals in the planning, designing, training, initial fielding, operation, and maintenance of the specific applications supported and DoD business information technology systems in general.
Performs analyses to identify and select the most suitable approaches, plans or solutions, and applies experimental theories and innovative approaches to accomplish systems related work and resolve design or operational issues.
Utilizes expertise and sound professional judgment to develop and analyze new techniques and original problem-solving methods, finding solutions for unprecedented or unique aspects.
Researches, recommends state-of-the-art technologies to develop improved methods of satisfying particular requirements.

Qualifications
To qualify for an IT Specialist (APPSW/SYSANALYSIS), your qualifications must include:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Managing and advising teams of functional analysts, engineers and IT professionals in the planning, designing, testing, training, initial fielding, operations and maintenance of IT systems.
Develops, modifies policies, plans, goals, or objectives for assigned programs, projects and systems.
Administers programs and projects to include developing requirements, integrating, processes hardware sizing and speed, monitors and assesses software effectiveness.
Provides technical advice on the design, configuration, and implementation of computer infrastructure and software engineering and architectures.
Presents briefings to senior management, customers, and other stakeholders.
Implements and manages enterprise and IT transformation initiatives.
Researches, reviews, manages and implements COTS solutions.
