This position is in the Federal Motor Carrier Safety Administration (FMCSA), Office of Enforcement and Compliance. You will serve as the point of contact and advisor to the Director, Office of Enforcement and Compliance on administrative management support issues relative to the administration and operational requirements that are essential to the direction and operation of the Office.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience utilizing administrative concepts, principles, and practices to perform studies designed to evaluate procedures/processes.
Experience serving as the primary point of contact for all human resource actions within an organization, or as the primary action officer between a Program Office and the organizational Human Resources Office.
Experience performing budgetary functions and duties associated with phases of the budget implementation process, including monitoring use and rate of expenditure of budget items, including experience serving as the primary purchase card holder for an Office.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
Human Capital Management - Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems. Manages a multi-sector workforce and a variety of work situations.
Financial Management (‡) - Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities.
Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.
Accountability - Holds self and others accountable for measurable high-quality, timely, and cost-effective results. Determines objectives, sets priorities, and delegates work. Accepts responsibility for mistakes. Complies with established control systems and rules.
