You will serve as a MANAGEMENT ANALYST in the Total Force Management Program Office, Business Management and Support Services Division (N13B) of MILITARY SEALIFT COMMAND.
Duties
You will perform program analysis and make specific recommendations in support of MSC business decisions related to CIVMAR management.
You will be responsible for developing, maintaining, analyzing, evaluating, advising on or improving the effectiveness of CIVMAR manpower status reports, statistics, utilization, management processes, workload distribution and management controls.
You will assist management in analytical efforts upon which CIVMAR Placement programs, policy, procedural and system determinations are developed.
You will develop specific metrics and determine the data to be accumulated for management information and consideration.
You will review and evaluate the processes to maximize and maintain the accuracy of CIVMAR Human Resources Management System (HRMS) data and the reports generated from these sources.
You will assist in the maintenance of CIVMAR manning documents, reports, databases, etc., including information management systems, deriving data and information from budget and operational practical requirements.
You will identify current and projected trends, notify management of potential problems.
You will prepare regular and adhoc reports of CIVMAR manning conditions and trends.
You will assist with overall command level planning and implementation of plans by collecting CIVMAR Placement data, information and facts relevant to analysis of mission assignments, program objectives, plans, projects and operating schedules.
You will assist in the requirements development, implementation, support and maintenance of information technology systems used in MSC CIVMAR HR programs and management processes.
You will work directly with HRMS contract support in the integration design and development of HRMS enhancements, help desk issues, HRMS reporting, system
problems and testing.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- The incumbent must be able to obtain Lean Six Sigma Green Belt status.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience navigating complex organizations, understanding agency missions, policies, objectives, applying management principles, and processes to drive effectiveness and efficiency.
Experience gathering and analyzing data, drawing conclusions, devising solutions to technical problems, identifying trends and changes, and presenting complex findings in a clear and concise manner.
Experience conducting effective meetings with employees, supervisors, and senior management to gather information, challenge assumptions, and define organizational missions, functions, and work procedures.
Experience delivering key data analysis presentations.
Experience utilizing computer systems, software programs, and data manipulation techniques to analyze data, produce detailed reports, and access relevant information. Familiarity with analytic tools and languages such as: Tableau, Excel, Pivot Tables, HRMS, SAE, Jupiter, ADVANA, HR Link or other relational databases.
Experience effectively working with diverse groups, building consensus, and driving collective ownership of objectives through tact, diplomacy, and strategic communication. Strong attention to detail with the ability to work independently.
Experience conducting and facilitating organizational classes in compliance with laws regulations.
