Duties
Interprets and analyzes statutory, regulatory, and administrative requirements to provide assistance in the development of standard financial policies and procedures.
Recommends and complies with goals, priorities and measures of program effectiveness.
Develops application security plans, policy guidance, operations regulations, and procedures to ensure IA regulatory requirements are followed in support of assigned applications and systems.
Provides oversight for Information Assurance programs ensuring compliance with federal statutes and DoD/DFAS policies, guidance, and requirements. Coordinates security actions with appropriate agency security staff.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: developing application security plans, policy guidance, and operation procedures for automated financial systems; providing assistance and guidance on risk management framework; interprets, analyzes and reviews financial systems in accordance with financial management policies, reporting procedures, and functional automates system requirements; preferred experience providing assistance and guidance on Federal Information Systems Controls Audit Manual (FISCAM).
