About the Position: Serves as a Budget Analyst for the National Museum of the United States Army, responsible for program budgeting oversight. Reviews, analyses, and executes funding procedures in the financial systems and obtains obligation authority.
Duties
Ensure that all budget line items are tracked and justified appropriately.
Assist the Chief of Operations in prioritizing unfunded requirements and proposes alternative methods for satisfying them.
Review budgetary and program requirements to assure compliance with agency policies.
Applies acquisition plans to budget and program reviews to develop funded and unfunded acquisition plans.
Maintain a working record of estimated funds, costs and change orders and recommends and/or implements the reallocation of funds according to program priorities.
Review requests for the distribution, withdrawal, reprogramming or transfer of funds to determine if within controls and policy/legal constraints
Manage the Museum’s non-appropriated gift fund, including the receipt, staffing, and depositing of gift checks.
Review estimates submitted by division chiefs and other organizational elements for compliance with rules, regulations and procedures, and adequacy of programs.
Monitor and track obligations and expenditures throughout all budgetary phases of the annual operating budget.
Requirements

Specialized Experience for GS-12: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: (1) Developing procedures/policies for the implementation of program budgets; (2) Analyzing budget submissions for accuracy; (3) Monitoring budget execution to ensure funds are allocated correctly; and (4) Utilizing established official accounting systems (e.g. (GFEBS) General Fund Enterprise Business System and Operational Data Store) for funding execution.
This definition of specialized experience is typical work performed at the next lower grade level in the federal service (GS-11)
