Duties
Provide authoritative advice and guidance in the area of workforce planning.
Analyzes, develops, plans, and implements strategic workforce planning activities.
Develops and maintains employee retention strategies, succession planning, and development programs.
Forecasts staffing needs and developing strategies to identify and address skill gaps or talent shortages.
Extract, analyze, and communicate information from automated systems.
Develop and deploy a robust human capital measures program.
Conducts special projects related to human capital and workforce initiatives.

Specialized Experience:
For the GS-14, applicants must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-13 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped the applicant with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves:
Experience with skills in automated systems tools for performing analysis and making recommendations.
Experience with workforce planning policies and procedures.
Experience with employee retention, succession planning, and development strategies.
Experience with recognizing and analyzing problems, conducting research, summarizing results, and making recommendations to leadership.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
