This position is located within the U.S. Department of Transportation, Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Pipeline Safety (OPS), Operations and Standards Review Division (PHP-7). The OPS administers the Department's national regulatory program to assure the safe transportation of natural gas, petroleum, and other hazardous materials by pipeline.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience in management techniques, organizational theories, and operational research to perform the overall administrative and analytical work dealing with the areas of program management, special projects, Congressional affairs, and organization management. Experience evaluating and recommending changes to pipeline safety related activities and business strategies in order to achieve program goals and identify potential improvement areas. Experience in establishing and maintaining effective relationships and communication with various audiences to include senior management officials. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Written and Oral Communication: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience. Technical Problem Solving: Troubleshoots, diagnoses, analyzes, and identifies system malfunctions to determine the source and cause of the problem.
