Duty Location: Lakewood, Colorado
Duties
Plays a key role in the development and implementation of program policies, plans, guidelines, proposals, processes, and recommendations on issues which cross functional lines.
Plans, organizes, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment, including Reclamation's Capital Improvement and Repair Needs (CIRN), Federal Real Property Profile (FRPP), Reduce the Footprint (RtF), title transfer, project management programs, as well as others.
Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives, including Reclamation's Strategic Asset Management Plan.
Plans work to be accomplished by direct reports.
Formulates and communicates long-range goals, principles, policies, and objectives for the Infrastructure Investment and Management Branch of the Asset Management Division.
Guides management in effectively implementing planning efforts for current and future performance requirements, including identification, and monitoring of KPIs.
Plans major initiatives or projects to develop and implement new systems and/or processes that may have Bureau/Department-wide use and implications.
Manager of existing and new software systems, models, and reporting formats to support program accomplishment, including CARMA and CIRN.
Qualifications

To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in the Federal Government including the following responsibilities: leading multi-disciplinary teams developing policy or guidelines for a program; ensuring the internal controls for infrastructure investment and asset management activities are adequately evaluated, corrective action plans are completed, and that the controls can be certified annually; thorough understanding of statutory and regulatory provisions that apply to the management of real property and Infrastructure Investment and Management associated with Reclamation assets; and communicating program changes and issues to internal and external stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
