Duties
This position is located within the United States Department of the Interior, Office of the Secretary, Office of the Associate Chief Information Officer (OACIO). This position is for one vacancy only and may be filled in Lakewood, Colorado, Washington, D.C.
At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
1. Developing and managing information technology (IT), data, and information management (IM) programs and policies sufficient to develop, implement, and lead strategic, operational and business process that enable effective governance of IT, IM, and data programs including implementing program measures and metrics to recommend improvements.
2. Developing and executing communication strategies and plans including analyzing, evaluating, and advising management on the impact and provides recommendations to management for how to increase audience reach, effectiveness and stakeholder engagement.
3. Collaborates with OACIO staff on ways to create high performing content in presentations, newsletters SharePoint, and websites.
4. Managing OACIO budget formulation and execution activities as well as participating in capital planning and investment control processes as needed in adherence to laws such as the Clinger-Cohen Act, Federal Information Technology Acquisition Reform Act (FITARA), OMB Circular A-11, OMB Circular A-130.
5. Manage administrative support activities such as resources, budget and financial management, human capital, personnel, equipment, and information resources.
6. Assists with the planning, scheduling, and orchestration of OACIO working groups and prepare timely presentations on behalf of OACIO to ensure consistency of message
7. Supports project management activities through the full project life cycle processes of initiating, executing, controlling, and close-out on assigned projects. Support technical POC with project management activities to help monitor project work.
8. Drafts and prepare briefing materials and presentations for OCAIO forums and workgroups.
The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework a set number of days per pay period with supervisor permission.
Salary Information for Lakewood, Colorado
GS-15, Step 1: $151,657.00- GS-15, Step 10: $183,500.00 per annum.
Salary Information for Washington, D.C.
GS-15, Step 1: $155,700.00 - GS-15, Step 10: $183,500.00
If selected for a virtual location, your salary will be set using the pay scale for the state in which you reside.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the specialized experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Demonstrated experience with information technology (IT), data, and information management (IM) programs and policies sufficient to developing, implementing, and leading strategic, operational and business process that enable effective governance of IT, IM, and data programs including implementing program measures and metrics to recommend improvements.
2. Demonstrated experience in developing and executing communication strategies and plans including analyzing, evaluating, and advising management on the impact and providing recommendations to management for how to increase audience reach, effectiveness and stakeholder engagement utilizing tools to support those activities such as Microsoft SharePoint, Microsoft Teams, and/or Microsoft Outlook.
3. Demonstrated experience with budget formulation and execution activities as well as capital planning and investment control processes in adherence to laws and regulations such as the Clinger-Cohen Act, Federal Information Technology Acquisition Reform Act (FITARA), and OMB Circular A-11.
4. Demonstrated experience in managing administrative support activities such as resources, budget and financial management, human capital, personnel, equipment, and information resources.
