Duties
Develops, implements, and monitors programs to analyze and evaluate the performance of civilian payroll systems and the civilian payroll offices.
Recommends needed changes to legislation, policies, and directives that impact civilian pay systems.
Develops criteria for feedback to managers and customers at all levels on proposed management reports such as the monthly balanced scorecard metrics, productivity reports, and the annual customer surveys.
Monitors actions contained in the Civilian Pay Payroll Quality Review (PQR) system. Personally assists in the monitoring of high visibility pay accounts and takes immediate action to resolve discrepancies.
Prepares technical material to substantiate required system changes to the Defense Civilian Payroll System.
Collaborates and coordinates work/projects between teams. Explains to team members the action items, projects and/or program issues under review, problems to be solved, deadlines and time frames for completion.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: Experience in researching financial policies, laws, regulations, and other governing documents to effectively develop, coordinate, and deliver expert analysis and guidance on complex financial operations to respond to internal and external inquiries, aid decision-making, assess and improve operations, and meet mission objectives. Possesses project management experience demonstrated through leading review of complex project proposals for financial operations, conducting comparative analysis and developing supportive narrative, and developing and overseeing project management plans.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
