You will serve as a SUPERVISOR IT SPECIALIST (PLCYPLN) in the COMMAND AND CONTROL (C2) of NAVWARSYSCEN PACIFIC SAN DIEGO CA.
Duties
You will supervise a highly complex team of scientists, engineers, IT specialists, and project managers on various C2 Information Systems Division projects.
You will execute responsibilities in accordance with the Basic Standards of the Supervision Contribution Element detailed in the Science and Technology Reinvention (STRL) contribution matrix.
You will provide technical, project management and contract oversight of branch projects as requested by the C2 Information Systems Division Head.
You will maintain consistent and frequent dialog with each employee, creating and implementing policies and processes for new or unusual situations, communicating and enforcing policies and procedures.
You will competent and knowledgeable in the disciplines and functional task areas associated software development, business intelligence, and knowledge management.
You will execute technical tasks with duties to include, but not limited to project management of developmental testing, business intelligence, data analytics, software integration, testing, networking, cybersecurity, etc.
You will independently work with designated systems engineers in identifying, committing to, and managing initial and derived project requirements.
You will develop and review acquisition strategies, participate in the procurement process; review results of procurement efforts and course-correct when
necessary; work closely with other departments and vendors.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Must be technically competent and knowledgeable in the disciplines and functional task areas associated software development, business intelligence, and knowledge management.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: As an acquisition position, responsibilities include but not limited to; develop and review acquisition strategies, participate in the procurement process; review results of procurement efforts and course-correct when necessary; work closely with other departments and vendors.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: With the guidance of Division Leadership, primary responsibilities include providing technical, project management and contract oversight of branch projects as requested by the C2 Information Systems Division Head; setting employee performance expectations and evaluating employee contributions; maintaining consistent and frequent dialog with each employee; creating and implementing
policies and processes for new or unusual situations, communicating and enforcing policies and procedures.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Will execute technical tasks with duties to include, but not limited to project management of developmental testing, business intelligence, data analytics, software integration, testing, networking, cybersecurity, information assurance policies, configuration management; managing IT systems processes and budget; establish IT metrics, methods and concepts.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band in the federal service or equivalent experience in the private or public sector Demonstrating skills in managing a project for Command & Control (C2) Information Systems Division type projects; managing IT systems processes and budget.
