You will serve as a SUPERVISORY IT SPECIALIST (INFOSEC) in the Cybersecurity Advanced Concepts (Code 58141) of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Duties

You will be responsible for providing supervision, technical leadership, planning, program development, business development, financial oversight, coordination and management of all aspects of the projects and facilities assigned to the Branch. You will be coaching and mentoring subordinates; actively supporting EEO principles, policies and programs; prevention of fraud, waste and mismanagement; safety and environmental compliance. You will serve as part of the Code 581 Leadership Team contributing to the formulation of technical and administrative objectives and working with project leads, other Branch Heads and staff to achieve these objectives. You will provide leadership in Cybersecurity S and T, policies and procedures at the agency level, and facilitates the resolution of security problem sets where guidelines are nonexistent or conflicting.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position requires the ability to obtain and maintain a TOP SECRET-SCI security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This is a Cyberspace Workforce position, work role code 801, proficiency level ADVANCED the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: providing supervision, technical leadership, planning, program development, business development, financial oversight, coordination and management of all aspects of the projects. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: ;actively supporting EEO principles, policies and programs; complying with ongoing special emphasis programs; prevention of fraud, waste and mismanagement; safety and environmental compliance; and demonstrating Navy core values in the management of human resources, property, and procurement and financial responsibilities. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: coaching and counseling subordinates. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: performs work requiring professional knowledge of security engineering and produces critical analyses and evaluations of the ramifications, advisability, and impact of projects. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-13 or pay band NM-04 in the federal service or equivalent experience in the private or public sector in Leading a team and applying experience in Cybersecurity research, development, and computer/network security practices and participate in Center Corporate Integrated Product Teams.
