Duties
This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.
As Director and Deputy for the Division of Women's Health (DWH), you will exercise full authority in planning, managing, and directing the national programs for which DWH is responsible.
Your major duties and responsibilities include:
Directing an interdisciplinary group of health professionals and technical specialists who have expertise in such areas as medicine, nursing, public health, and social work.
Reviewing, analyzing, and developing program plans, legislative proposals relating to women's, infant, and perinatal health.
Serving as the central point of accountability for grant programs relating to all Division responsibilities.
Developing guidance, policies and procedures that will facilitate effective program development and implementation of women's infant, and perinatal health programs.
Collaborating with other Bureau Quality Improvement initiatives to develop metrics, strategies, and monitoring tools to facilitate achievement of intended strategic program outcomes.

Requirements
- U. S. Citizenship is required.
- All qualification requirements and time-in-grade must be met by the closing date of this announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year supervisory probationary period may be required.

QUALIFICATION REQUIREMENTS:
Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
Knowledge of a specialized public health program.
Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
In addition to the above five Public Health competencies, in order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
Examples of minimum qualifying specialized experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis:
Providing leadership in directing and evaluating programs that focus on women's and perinatal-related health programs and initiatives.
AND
Serving as the central point of accountability for grant programs relating to women's and perinatal-related public health program responsibilities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

ORGANIZATIONAL STRATEGIC SUPPORT - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
GRANTS MANAGEMENT AND ADMINISTRATION - Acquires and applies critical financial concepts and practices, based upon a thorough understanding of the Federal Government, to administer grants and cooperative agreements in accordance with organizational needs and deadlines.
