The primary purpose of this position is to serve as a senior Information technology (IT) Specialist with responsibility for designing, writing, testing, debugging, and maintaining complex applications software that meets functional requirements.
Duties
Performs analysis of complex user requirements and designs programs to support them.
Serves as a team leader in applications programming/analysis projects.
Troubleshoots and resolves complex application problems.
Manages acquisition of IT assets and prepares supporting software system documentation.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Consulting with and advising managers and functional users in an effort to develop unique requirements necessary to meet their Information technology (IT) demands; Analyzing performance data to identify trends and patterns which predict potential failures, and develops novel methods or procedures for preventing them; Applying the most current and effective software engineering principles and disciplines to the analysis and design of IT solutions; Developing detailed logic, application software, and job control specifications for new or existing application programs; Performing detailed analysis of software platform and implementation to include the operating system installation, archives, database and application installation, and security program installation to determine potential interface problems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of software design principles methods and approaches.
2. Knowledge of complex systems software and systems development life cycles, including systems documentation, design development, configuration management, cost analysis, systems integration, and testing.
3. In-depth knowledge of IT applications software concepts, principles, methods and practices.
4. Knowledge of the basics of software programming languages such as ColdFusion, Oracle Forums and Reports/APEX, HTML, Ada, JAVA, C, C++, and Visual Basic.
5. Ability to analyze organizational application software requirements, develop supportable recommendations for enhancement, apply CASE tools, and design, write, code, debug, test and maintain applications.
6. Ability to communicate effectively and clearly, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
