This position is located in Office of Planning, Evaluation and Policy Development, Budget Service, Cost Estimation and Analysis Division in Washington, D.C. The Division is responsible for formulating, modeling, presenting, analyzing, and executing the Department’s student aid, student loans, and higher education facilities loan budgets.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-15, if you possess the specialize experience.Specialized Experience for the GS-15One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience in applying analytical and evaluative methods and techniques in developing new procedures and approaches to identify and resolve significant issues and problems.2. Experience with the Department and the Federal budget process, and all associated policies, directives, procedures and regulations, to develop and provide authoritative advice and interpretations of legislation and policies and precedents.3. Experience in formulation of new management standards and analytical approaches for the execution, review, justification, and presentation of Title IV budgets.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Expert knowledge of the budget process, including writing of budget instructions, providing technical assistance on budget process, and producing final budget materials.2. Expert knowledge of Congressional budget, Credit Reform and appropriations process, including ability to work effectively with Congress and OMB.3. Demonstrated ability to effectively manage people and multiple complex tasks.
