The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in Office of Finance and Operations, Office of Human Resources, Labor and Employee Relations Division (LERD). This position provides technical advice andassistance to management on all matters pertaining to employee conduct and performance, and labor management relations in the administration of negotiated labor agreements.

APPLICATION LIMIT: This vacancy announcement is limited to the first 150 applications received and will close at 11:59PM Eastern Time on the day that we receive the 150th application, or at 11:59PM Eastern Time on the listed closing date, whichever occurs first.  We encourage you to read this entire vacancy announcement prior to submitting your application.As a Human Resources Specialist (Labor and Employee Relations), GS-0201-13, you will be responsible for:• Serving as a technical expert in labor and employee relations with full responsibility for providing advisory services.    • Providing advice and assists management in taking disciplinary and adverse actions.     • Providing advice and assistance to management on labor relations issues, contract interpretations, and interactions with union representatives.   • Providing management advisory services. • Representing the Department for third party actions before the Federal Labor Relations Authority and other agencies.              

Requirements

  • Relocation will not be paid.
  • You may be subject to serve a one-year probationary period.
  • Males 18 and over must be registered with the Selective Service.
  • Must be a US Citizen.
  • Must complete a Background Investigation and Fingerprint Check.

Qualifications

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-13, if you possess the specialize experience.Specialized Experience for the GS-13One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:1. Experience conducting management inquiries, union notices, and drafting findings and ER proposals and/or decisions in connection with the resolution of grievances.2. Experience developing and presenting recommendations and alternatives to senior management officials to resolve complex civilian human resources management issues and problems.3. Experience representing management regarding negotiability claims, arbitration, unfair-labor-practice charges, and representational cases arising under the Labor-Management Statute.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge of civil service laws, regulations, Executive Orders, case law and policies dealing with labor relations and employee relations.2. Ability to make informed judgments on problems and issues and perceive the impact and implications of decisions.3. Ability to persuade others to accept recommendations, cooperate, or change their behavior/position.4. Skill in identifying, evaluating and recommending to management the appropriate human resources interventions.5. Ability to consult both orally and in writing.

Education cannot be substituted for experience for this position and grade level.
