The position is in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Human Capital Services (HCS), Office of Staff Operations (OSO), Human Resources Center (HRC). The HCS Training, QA, & Data Analytics Chief serves as the alter ego to the Training Deputy and provides guidance and recommendations for the implementation of training initiatives nationwide on the OSO Team.

Duties

Duties include, but are not limited to: Develops weekly, monthly, quarterly, and annual training plans for personnel assigned to the HRC. Ensures that training milestones and goals are met while adhering to the approved training budget. Conducts extensive planning and data analyses activities in overseeing the design and evaluation of training processes, including workshops, seminars, and conferences. Drafts/proposes annual budgets for training activities under the oversight of the Training Deputy, and monitors expenditures throughout the fiscal year. Develops short- and long-range plans and recommendations to meet organizational goals, objectives, and changing needs. Evaluates overall program accomplishments and significant contributions in terms of overall agency goals, and capitalizes on state-of-the-art technology to analyze trends and measure results. Prepares reports, maintains records, and provides information to Training Deputy and Director on performance of the team and individuals. Represents the team in meetings and dealings with others on related issues. The incumbent is often privy to discussions and/or decisions which are sensitive in nature, are in the early stages of development and may be controversial, or contain personal information and views, and the utmost discretion must be applied. The incumbent may be tasked to serve on VA and/or VBA wide task forces, integrated project teams, etc. to investigate, develop and implement new initiatives in managing training programs, professional and occupational development, etc. Promotion Potential: This position is advertised at the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 grade level position you must have served 52 weeks at the GS-13 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing a Title 5 human resources training and development program related to Title 5 recruitment and staffing. Implementing, advising, and managing human resources employees, supervisors, and senior leaders in recruitment, staffing, and personnel action processing training programs. Developing organizational strategies, goals, and deliverables related to a Title 5 recruitment and staffing program (ex. regular/recurring reports, policies, standard operating procedures, memorandums of understanding, performance plans, briefing, etc.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This work normally involves mental rather than physical exertion. This position is primarily sedentary with some walking, standing, bending, stooping and carrying of lightweight items (i.e. folders, files).
