The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). Duties
As a member of the Office of the Inspector General's staffing team you will act as a strategic and tactical talent advisor. You will be tasked with developing an in-depth understanding of the organization, including short- and long-term business needs and expectations, emerging business opportunities, and environmental factors that may impact the candidate pool. You will build strong, consultative partnerships with the executive leadership team while providing expertise around the entire executive recruitment and performance processes. You will have End-to-End responsibility for crafting a robust talent attraction and sourcing strategy based on hiring objectives, building a diverse pipeline of highly qualified candidates and hiring only the very best!

The Talent Management Division (TMD) has full delegation authority and is responsible for: development and human resources management programs; interacting with and overseeing OIG's contractual services that provide various Human Resources (HR) operational services/functions; formulating, developing, administering, and implementing the over-all human resources management programs, policy, practices and procedures for nation-wide application throughout the OIG headquarters and field offices; and providing a broad range of personnel management services for all OIG staff.
You will be responsible for providing support and guidance for Senior Executive Service, Senior Level, Scientific Professional, Presidential Appointees, Executive Resource and Performance Review Board, Quality Review Board, and a liaison to the Office of Personnel Management (OPM) Senior Executive Services & Performance Management. Typical work assignments include:
Managing complex studies and projects in Human Resource (HR) management functions relating to executive resources to include SES and ST/SL Performance Program, SES and ST/SL Pay Administration and the SES Biennial Program.
Serving as a the primary expert on rendering advisory services and authoritative policy interpretations on the most complicated human resources processes and issues and complex executive resources cases.
Researching and analyzing applicable authorities, standards, policies, procedures, case laws and precedent setting discussions to ensure work is accurate, thorough, documented and meets established objectives.
Interpreting and applying recruitment/staffing, compensation, position classification and position management principles, practices and criteria in working with the program areas to address their issues/concerns.
Advising and consulting with the Inspector General and Deputy Inspector General on the status of employment activities and keeps him/her informed of significant developments.

Qualifications

MINIMUM QUALIFICATIONS GS-14: You qualify for the GS 14 grade level if you possess one year of all the specialized experience at the GS-13 grade level performing duties such as:
Planning, organizing, and overseeing an executive resources program for senior executives;
Analyzing the executive service recruitment needs and formulating effective and innovative recruitment strategies to meet a workforce requirements;
Building relationships and providing responsive, detail-oriented and follow-through customer service to Senior Executives
Serve as the point of contact for an executive resources program to include interactions with the Office of Personnel Management (OPM) liaisons.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by the closing date 08/16/2024 of this announcement.
