The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations.
Duties
The Supervisory HR Specialist (Employee Relations) is a valuable member of the Office of Inspector (OIG), Office of Management, Talent Management Division. Typical assignments include:
Advising supervisors and managers at all levels on procedures relative to adverse actions, separations, terminations, leave administration and performance, etc.
Advising supervisors· and managers at all levels on the handling of emergency situations involving employees who are disruptive, destructive, dangerous and/or seriously ill.
Providing authoritative technical guidance, advice and assistance.
Leading assessment and process improvement efforts to foster a customer -centric organization that regularly conducts outreach to agency executives specific program areas.
Establishing metrics and reporting systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures.
Appearing as a witness at hearings regarding facts or procedures in employee relations cases. The incumbent responds to questions on employee relations policies, procedures and practices.
Preparing, reviews and edits counseling memos, written warnings, notices of proposed adverse actions and final letters for sufficiency and adherence to DHS/OIG policies and procedures.
Conducting administrative inquiries and prepares reports for management officials on findings and provides recommendations for moving forward for resolution.
Researching statutory, regulatory, court and/or administrative precedents, and other legal opinions or documentary material; resolves sensitive employee relations issues; and formulates and proposes new and modified Department employee relations policies, practices, and other guidelines.

Minimum Qualifications for GS-14: You qualify for the GS-14 position if you possess one year of ALL the specialized experience at the equivalent to GS-13 grade level in the Federal service. Specialized experience at this level includes:
Interpreting laws, policies, manuals, regulations, and other pertinent guidelines relating to Employee Relations issues to prepare recommendations for management.
Drafting informal and formal counseling, disciplinary, and adverse action documents.
Providing advice on regulatory requirements, agency policies and practices on disciplinary actions, removals, and suspensions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
