Duties
This Program Specialist position is in the Transportation Security Operations Center (TSOC), Flight Operations Branch, Flight Operations Division, Law Enforcement/Federal Air Marshal Service (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Additional duties include but are not limited to:
Uses current technology to support program administrative and support needs (e.g., modify databases, create spreadsheets for analytical purposes, create and edit correspondence, and use and update iShare).
Maintains a data reporting system to include data gathering and adaption of standard analytical and tracking techniques and provides reports to leadership on current or perceived issues.
Administers small programs, segments of programs, or initiatives under the direction of a supervisor. Supervisor provides guidance on overall program(s), deadlines, and resources.
Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.
Experience in planning, execution, and evaluation of programs and/or projects or initiatives, including determination of resource requirements for personnel, logistics and facilities. Work may include program activities related to training; Procurement/acquisitions; creating necessary Purchase Request documents; tracking expenditures and preparation of budget estimates and/or justifications by compiling, comparing and correlating information about current and future programs.
Provides ongoing program-related services to managers and employees including initiating, tracking, and following up on actions to ensure timely completion; troubleshoots recurring problems or issues.
Provides advice and guidance to managers and employees on routine policies and procedures, and cases where precedents or directly applicable guidelines apply. Cases and situations where procedures are not consistent with regulations, or for which guidelines do not apply, are referred to more experienced personnel or a supervisor.
Communicates program policies, processes, and requirements, using a variety of communication methods (e.g., meetings, emails, bulletins, briefings, etc.).
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G and H Bands) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-G Band (equivalent to GS-11), you must have one year of specialized experience equivalent to the SV-F or GS-9 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Experience in standard principles, practices, and applicable regulations related to program management.
Experience in program subject matter and related processes, procedures, and legal requirements.
Experience in regulations, policies, precedents, and accepted practices that govern administrative procedures, training, and record management.
OR
Have you completed a four-year course of study leading to a Bachelor's degree from an accredited college or university in any field;
OR
Do you have a combination of Education and Experience that meets the total qualification requirements for this position.
To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G or GS-11 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Experience in applying information gathering techniques, identifying, and analyzing conflicts or concerns, and developing recommendations to resolve issues program effectiveness.
Experience in automated systems sufficient to develop, update and maintain databases and spreadsheets, produce reports, and establish standard operational procedures for system(s) usage.
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Experience in oral communication to give briefings and presentations on program goals and objectives, issues, and impact of resolutions and program changes to a variety of audiences.
Ability to prepare written reports, documents, SOPs, and other information and advisory materials to explain, report, or recommend actions or respond to information requests.
Experience in various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for procurement or contract administration.
Must be able to obtain and maintain Contracting Officer's Representative (COR) Certification requirements.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
