The National Incident Management Assistance Team (IMAT) responds to different levels of disasters based on various criteria including: scope of impact, geographic size and extent of required Federal assistance. National IMAT Leaders manage, direct, coordinate, and integrate Federal efforts with State and local response. This announcement is for one position: one National IMAT Leader located in Herndon, VA (East).

Duties

This position is located in the Office of Response and Recovery, Field Leadership Directorate, Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS). The incumbent serves as the Leader of one of the National Incident Management Assistance Teams (IMAT).

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) listed below. We recommend that your resume emphasize your level of responsibilities, the scope and complexity of the programs managed, and your program accomplishments, including the results of your actions. TECHNICAL QUALIFICATIONS – MANDATORY Demonstrated expert knowledge of emergency management programs and disaster operations as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act in order to coordinate and lead the delivery of Federal disaster assistance to affected communities. Demonstrated expert abilities in the operational execution of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, the National Response Framework (NRF), the National Incident Management System (NIMS), the Incident Command System (ICS) and other relevant emergency management guidance documents. Demonstrated ability to manage a large scale, geographically dispersed organization, characterized by changing environments that involve the integration of emergency management planning, policy and programs at the Federal, State and local levels. Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core  Qualifications (ECQs); but a narrative statement for each of the Technical  Qualifications (TQs) is recommended. EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQ 1: LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2: LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3: RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Qualification and experience determinations will be based only on the information supplied by the applicant. The best-qualified candidates for this position will be distinguished from other applicants by an evaluation committee to determine the degree to which qualification requirements are met. Applicants should provide specific evidence of possession of the mandatory Technical and Executive Core Qualifications, as outlined under Qualifications Criteria, to assist the evaluation committee in determining the best-qualified candidates that will be considered for final selection. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
