You will serve as a Supervisory Administrative Support Specialist (Travel Manager) for the Small Business Administration (SBA), Office of Capital Access, Disaster Administrative Services Division - DASD in Herndon, Virginia. This position manages a nation-wide travel program and is the principal advisor for all travel related issues for the Office of Capital Access, Disaster Administrative Services Division.

Duties

As a/an Supervisory Administrative Support Specialist (Travel Manager) at the GS-0301-14, some of your typical work assignments may include: Serve as the Manager for Administrative Services Center (ASC's) Travel Department responsible for planning, directing, managing, coordinating and evaluating all aspects of ASC's travel operations and program delivery. Serve as the OCA and ODR&R Point of Contact on operational issues related to travel arranging, travel vouchers, travel systems, support desk, travel credit card programs and audits. Analyze and evaluate current office systems and develops new or alternative procedures to improve the effectiveness of work methods and procedures, use of equipment, organizational structure, management controls, changes in priorities, workflow, and systems development for travel related operations. Analyze and study trends of current computer, word processing, and information processing equipment technology for adaptation to the office. Develop, plan, maintain and enforce policies and procedures for a nation-wide travel program, Assess the effectiveness of all travel operations. Monitor travel functions with the goal of improving efficiency, lessening paperwork and improving customer service. Compile reports, identifies organizational, procedural and productions issues. Conduct cost benefit analyses and prepares recommendations for improvement. Ensure appropriate planning, staffing and resources are allocated to accomplish program objectives. Establish goals and objectives for subordinates and set priorities. Assign work to subordinates based on priority, difficulty, and subordinates' capabilities. Manage a wide-range of training materials for a nation-wide travel program. Works with the Centers, as necessary, to ensure policies and procedures related to travel management are in compliance with Federal Travel Regulations (FTR), Government Service Administration (GSA) and Agency SOPs. Develop appropriate internal operating procedures. Sustain good working relationships by presenting effective lines of communication with OCA and ODR&R Centers, high-level officials, and public and private entities/organizations in accomplishing program goals. IMPORTANT NOTES: This is a Permanent position with a full-time work schedule. If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities. A valid driver's license may be required. Requirements

  • U.S. citizenship is required.
  • You must be able to obtain and maintain a Government travel credit card.
  • Favorable background investigation and credit check are required.
  • Credit score below 500 may negatively impact consideration in the hiring process.
  • A one-year supervisory/managerial probationary period may be required.
  • You may be required to complete a one-year probationary period.
  • This position is not included in a bargaining unit.

Qualifications

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below. Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement. Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. GS-14: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-13 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following: *Gathering and analyzing pertinent administrative data and making recommendations for, and/or solving, complex administrative issues related to travel. *Interpreting and applying applicable travel laws, regulations, and policies, in order to assess, evaluate, and monitor an organization's travel program. *Communicating orally and in writing with various levels of internal and external customers to accomplish program goals; and *Leading or supervising employees or projects. All qualification requirements must be met by 11:59 pm (Eastern Time) on 08/29/2023.
