You will serve as the first-level supervisor and expert Military Intelligence Program (MIP) analyst responsible for oversight and coordination of Marine Corps-related MIP resource activities with cognizant agencies and organizations through the Intelligence Programming, Planning, Budgeting, and Execution (PPBE) process. You will supervise a team of analysts that evaluate and integrate PPBE data, products, and reports. This position is located at HQ US MARINE CORPS in Arlington, Virginia.
Duties
You will supervise a team of financial analysts at various grade levels that analyze, evaluate and integrate programming, budgeting and execution data, products and reports.
You will provide leadership and apply expert judgment in the development of input relating to Military Intelligence Program (MIP) programs.
You will develop relevant research, prepare written reports and present innovative, imaginative and cohesive briefings.
You will interpret policies and procedures to make recommendations, decisions, and establish appropriate processes, procedures and reporting to guide subordinates.
You will plan work to be accomplished by junior employees and evaluate their work performance.
You will identify developmental and training needs of employees, identify ways to improve production or increase quality of work directed, and establish deadlines and priorities for major projects.
Requirements

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a two-year DCIPS trial period requirement.
- Travel required for briefings, conferences, and trainings.
- This is a Financial Management Level 2 Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed time lines.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Utilize expert knowledge of the Department of Defense (DoD) Planning, Programming, Budgeting, and Execution (PPBE) to oversee budget request and recommendation input during the preparation of the Budget Estimate Submission (BES);
Develop a program objectives memorandum (POM) to provide recommendations for financial or resource allocation adjustments;
Collaborate with operating officials on various phases of the budgeting cycle to ensure financial requirements are met;
Review and approve final work products developed by junior financial analysts to verify the quality of work accomplished and achieve effective work operations.
