This position is part of the Department of Defense (DoD), Defense Security Cooperation Agency. The incumbent will be responsible for participating in the work of the Foreign Military Financing (FMF) direct loan and loan guarantee program, coaches, mentors, and facilitates the selection and application of problem solving techniques or work methods, and leads the program in identifying solutions, priorities, and organization to accomplish the work.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a Supervisory Financial Management Specialist at the GS-0501-15 some of your typical work assignments may include: Serves as the technical authority for projects and performs the full-range of supervisory responsibilities to include management of personnel actions, development/appraisal of performance standards, conducting feedback sessions, initiating disciplinary actions, to include admonishments, warnings, and reprimands, as necessary for the loan division. Develops, reviews, researches, and analyzes updates to the Financial Management Regulation (FMR) and formulates, coordinates, publishes, and disseminates DSCA-unique implementing guidance necessitated by these changes for implementation throughout DSCA and its subordinate commands. Provide expert advice and guidance on Loan Modeling Management as related to Foreign Military Financing (FMF) direct loans and loan guarantee programs, policies and procedures. Implements and manages financial policies to include audit remediation efforts for the Agency and the entire Security Assistance (SA) Community. Direct and mentor employees in management of complex projects through the control of the project parameters of cost, budget, schedule, scope and quality. Works closely with internal, external contacts and foreign partner nations and represents the Agency at meetings, briefings, and conferences on matters related to FMF loan and loan guarantee programs and other complex financial management issues. Demonstrates proven initiative, judgment, and financial and budget competencies required to oversee the planning, directing and timely management of a diverse team of senior financial management specialists in meeting mission objectives.

Qualifications

You may qualify at the GS-15 grade level, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below: Managing and executing Federal Loan and Loan Guarantee programs. Developing, coordinating, and publishing guidance that affects the financial execution of Direct Loans and Loan Guarantee Programs. Managing and reporting Loan/Guarantee audit remediation efforts. Preparing and presenting high-level briefings and reports and developing complex responses Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
